On January 24, 2019, Chongqing issued the “Opinions on Promoting the High-Quality Development of the Cultural Industry in Chongqing” (hereinafter referred to as the “Opinions”), which put forward the “Five Systems” and “Seven Projects” for the development of the industry, and proposed specific support policies in eight areas including finance, taxation, land, and finance.
