Work Plan for Promoting the Protection and Utilization of Industrial Heritage in Chongqing to Create a “Beautiful Life Belt”

On November 9, 2021, the Chongqing Municipal Development and Reform Commission issued the “Work Plan for Promoting the Protection and Utilization of Industrial Heritage in Chongqing to Create a ‘Beautiful Life Belt'” (the “Work Plan” for short). Chongqing plans to develop a “one center, three belts, and multiple points” pattern to protect and utilize industrial heritage, creating a “Beautiful Life Belt” that preserves historical context and enhances urban functionality to stimulate urban vitality. From the inception of modern industry in 1891 to the strategic development period in 1982, Chongqing’s industrial sector has gone through four main stages of development, occupying a crucial position in the history of modern industry in the southwestern region of China and even the entire country, leaving a large number of industrial heritage sites.

Currently, there are 140 sites on the Chongqing Protected Industrial Heritage List, with 59 located in the central urban area and 81 in other districts and counties. In terms of the areas of distribution, apart from the central urban area, there are also a considerable number of industrial heritage sites in districts such as Wanzhou, Fuling, Jiangjin, Changshou, and Qijiang. In terms of the characteristics of distribution, the industrial heritage in Chongqing is featured as being situated along mountains and rivers, hidden, and scattered. Therefore, Chongqing plans to protect and utilize industrial heritage by adopting the “one center, three belts, and multiple points” pattern.
