“Implementation Opinions on Further Promoting the Development of Cultural and Creative Products in Cultural and Historical Units of Chongqing”
On November 30, 2016, to implement the spirit of “Several Opinions on Promoting the Development of Cultural and Creative Products in Cultural and Historical Units” forwarded by the General Office of the State Council from the Ministry of Culture and other departments, the General Office of Chongqing Municipal People’s Government recently issued the “Implementation Opinions on Promoting the Development of Cultural and Creative Products in Cultural and Historical Units” (hereinafter referred to as the “Implementation Opinions”). These guidelines refine the work according to the actual situation of cultural and historical units in Chongqing, ensuring the landing of the State Council’s policy in Chongqing with stronger pertinence and operability.
The “Implementation Opinions” closely revolve around the national and Chongqing’s goals of “accelerating the supply-side structural reform in the cultural field and building a ‘Culturally Strong City’,” and propose to innovate the system and mechanism, fully mobilize the enthusiasm of cultural and historical units and social forces, increase the development of cultural and creative products, and promote the rational utilization, creative transformation, and sustainable development of the cultural resources in the cultural and historical units of Chongqing. By 2020, it is necessary to implement “three batches”, namely, nurturing a batch of market entities, gathering a batch of professional talents, and shaping a batch of brand products; build “two systems”, namely, the development system and marketing system for cultural and creative products; form “three mechanisms”, namely, the development mode, income distribution, and incentive mechanism of each pilot unit; achieve “two benefits”, namely, significant enhancement of economic and social benefits. The main tasks are divided into five categories: (1) to sort out and share cultural resources, integrating and advancing the ongoing cultural resource arrangement work in Chongqing; (2) to guide cultural and historical units to choose the operating entities for the development of cultural and creative products according to their own situations; (3) to guide and support creative design talent resources; (4) to build a marketing system for cultural and historical creative products; (5) to innovate the incentive mechanism for the development of cultural and historical creative products.
To ensure the achievement of the target tasks, the “Implementation Opinions” also proposed guarantee measures for the development of cultural and creative products in cultural and historical units from four aspects: promoting pilot programs, implementing funds, cultivating talent, and organizing implementation. These measures include: (1) effectively connecting with the pilot work of the Ministry of Culture and the National Cultural Heritage Administration, expanding the scope of the pilot program, and selecting a batch of city-level pilot work from the qualified cultural and historical units in Chongqing; (2) implementing ways of funds, including applying for national and municipal project funds, implementing tax incentives, integrating and using the existing financial channels in Chongqing for the development of cultural and historical creative products, and financing through funds, loans, crowdfunding, and other financial means; (3) strengthening talent cultivation, including training for in-service personnel in cultural and historical units, cultivating reserve talents in related fields, and introducing high-end talents; (4) strengthening the work of organizational implementation, regarding the organizational coordination mechanism of relevant municipal departments, and proposing work requirements for statistical monitoring, resource protection, market supervision, etc.
