Chongqing Introduces “AI + Manufacturing” Special Policy, Offering Up to RMB 5 Million in Incentives to Boost Digital-Intelligent Transformation

Recently, the Chongqing Municipal Commission of Economy and Information Technology and the Municipal Finance Bureau jointly formulated the “Several Policies of Chongqing Municipality to Promote the Integration of Digital and Real Economies and Advance ‘Artificial Intelligence + Manufacturing'” (hereinafter referred to as the “Policies”).

The Policies aim to thoroughly implement major technological transformation, upgrading, and large-scale equipment renewal projects in the manufacturing sector. They seek to accelerate the intelligent, green, and integrated development of manufacturing through digital-intelligent transformation. The document proposes 20 specific support measures across six main areas, forming a comprehensive, multi-level policy incentive system.

Several Policies of Chongqing Municipality to Promote the Integration of Digital and Real Economies and Advance ‘Artificial Intelligence + Manufacturing’

To implement the relevant arrangements of the “Manufacturing Digital Transformation Action Plan” (State Council Document [2024] No. 25), and in accordance with the requirements of the “Chongqing Municipal Manufacturing Digital Transformation ‘Tianguong Renewal’ Action Plan” (Chongqing Government Office Document [2024] No. 85) and the “Chongqing Municipality Implementation Plan for Promoting the Integration of Digital and Real Economies and Advancing ‘Artificial Intelligence + Manufacturing'” (Chongqing Commission of Economy and Information Technology Future [2025] No. 7), and to thoroughly implement major technological transformation, upgrading, and large-scale equipment renewal projects in the manufacturing sector, accelerating the intelligent, green, and integrated development of manufacturing through digital-intelligent transformation, the following policy measures are hereby formulated.

I. Systematically Promoting “Industrial Brain + Future Factory”

1.Continue to promote the development of Industrial Brains for specific sub-sectors. A reward of RMB 2 million will be granted according to laws and regulations for those completing the assigned development tasks.

2.Support the deep application of next-generation information technologies in industrial scenarios to build “AI-Enabled Demonstration Type, Collaborative and Symbiotic Chain-Leader Type, and Ecological Innovation Leadership Type” Future Factories. A subsidy of up to RMB 5 million, not exceeding 10% of the project’s actual investment, will be granted according to laws and regulations.

II. Strengthening the Empowering Application of Artificial Intelligence

3.Support enterprises, third-party professional institutions, and others in developing and utilizing data resources for the entire manufacturing process and specific segments, creating a batch of high-quality industrial datasets, and building trusted industrial data spaces. A reward of up to RMB 3 million will be granted according to laws and regulations.

4.Support enterprises in researching and developing vertical large models and intelligent agents for the industrial sector, and promoting their application. A reward of up to RMB 2 million will be granted according to laws and regulations.

5.Support enterprises in developing innovative, demonstrable, and scalable AI application cases. A reward of RMB 500,000 will be granted in accordance with applicable laws and regulations for cases officially selected into the Ministry of Industry and Information Technology’s (MIIT) “AI Exemplary Cases Catalog.”

6.Support the construction of innovation platforms such as large model testing and verification platforms, high-quality dataset public service platforms, and industrial intelligent agent R&D and testing platforms for the manufacturing sector. A reward of RMB 2 million will be granted according to laws and regulations.

III. Accelerating the Intelligent Transformation, Digitalization, and Greening of Manufacturing

7.Support manufacturing enterprises in promoting the integrated digital application of production equipment and software systems. For Basic-level Smart Factory (Digital Workshop) projects, a reward of RMB 500,000 will be granted according to laws and regulations. For Advanced-level Smart Factory projects, a subsidy of up to RMB 3 million, not exceeding 10% of the project’s actual investment, will be granted according to laws and regulations.

8.Encourage Advanced-level Smart Factories and Future Factories to apply for national “Excellent-level” and “Leading-level” Smart Factory honors. A reward of RMB 1 million will be granted according to laws and regulations to enterprises awarded the national Excellent-level Smart Factory, and RMB 3 million for the national Leading-level Smart Factory.

9.Support the digital-intelligent transformation and upgrading of enterprises in the food, agricultural product processing, and light & textile industries. A subsidy of up to RMB 1 million, not exceeding 10% of the project’s actual investment, will be granted according to laws and regulations.

10.For projects involving new models and formats in fields such as Industrial Internet, Internet of Things (IoT), Artificial Intelligence, new network technologies, and service-oriented manufacturing, a reward of RMB 500,000 will be granted according to laws and regulations.

11.Support SMEs in the manufacturing sector in carrying out digital transformation. A reward of up to RMB 500,000 will be granted according to laws and regulations. Increase the supply of digital products for SMEs. A reward of up to RMB 300,000 per product or solution will be granted according to laws and regulations for “small, fast, lightweight, and precise” (SFFP) digital products and solutions.

12.Support key industries such as steel, electrolytic aluminum, cement, flat glass, and chemicals in implementing energy-saving and carbon-reduction technological transformations aligned with advanced energy efficiency benchmarks. A subsidy of up to RMB 2 million, not exceeding 10% of the actual investment, will be granted according to laws and regulations.

13.Support enterprises in implementing technological transformations in areas like water conservation and cleaner production, and in utilizing industrial solid waste resources. A subsidy of up to RMB 1 million, not exceeding 10% of the actual investment, will be granted according to laws and regulations.

14.A reward of up to RMB 1 million will be granted according to laws and regulations to industrial parks rated as national-level Green Industrial Parks. A reward of up to RMB 500,000 will be granted according to laws and regulations to enterprises rated as national-level Green Factories, Green Supply Chain Management Enterprises, or national-level Energy Efficiency Leaders/Water Efficiency Leaders.

IV. Strengthening Support from Digital Infrastructure

15.Deepen the application of “5G + Industrial Internet” and promote the construction of 5G Factory projects. A subsidy of up to RMB 2 million, not exceeding 10% of the project’s actual investment, will be granted according to laws and regulations.

16.Accelerate the construction and application of Industrial Internet Identifier Resolution Nodes. For municipal-level Industrial Internet Identifier Resolution Secondary Node (licensed) construction projects, a subsidy of up to RMB 2 million, not exceeding 10% of the project’s actual investment, will be granted according to laws and regulations.

V. Continuously Solidifying Public Service Support

17.Support the construction of municipal-level Digital-Intelligent Transformation Empowerment Centers integrating functions such as science education, scenario experience, product exhibition, training, and supply-demand matching. A subsidy of up to RMB 3 million, not exceeding 20% of the project’s actual investment, will be granted according to laws and regulations.

18.Support various manufacturing digital transformation service carriers, industrial enterprises, and municipal-level Digital-Intelligent Transformation Empowerment Centers in actively applying to become national-level Manufacturing Digital Transformation Promotion Centers. A reward of RMB 1.5 million will be granted according to laws and regulations.

19.Through government-purchased services, conduct AI-empowered digital-intelligent assessment and “profile creation” for industrial enterprises to identify typical scenarios and solutions, efficiently match digital products, and scientifically guide enterprises in their digital transformation.

VI. Fostering a High-Quality Development Environment

20.Strengthen policy promotion. For national-level and industry-level competitions, ecosystem conferences, and other events related to manufacturing digital-intelligent transformation and “AI + Manufacturing,” a subsidy of up to RMB 5 million, not exceeding 30% of the event’s actual cost, will be granted according to laws and regulations.

These policy measures take effect from the date of issuance and are valid until December 31, 2027. The incentive standards listed are the maximum amounts. Budget management and total amount control will be implemented based on annual actual needs. For matters where the same applicant’s application overlaps with similar municipal-level policies, support will be provided following the principle of “taking the higher standard, no duplication.”
