“Opinions on Promoting the High-Quality Development of the Cultural Industry in Chongqing”

On January 24, 2019, Chongqing issued the “Opinions on Promoting the High-Quality Development of the Cultural Industry in Chongqing” (hereinafter referred to as the “Opinions”), which put forward the “Five Systems” and “Seven Projects” for the development of the industry, and proposed specific support policies in eight areas including taxation, land, and finance. It is reported that this is the first time Chongqing has formulated specific opinions for the development of the cultural industry, and it is also a leading initiative in Chongqing to promote the high-quality development of the cultural industry nationwide.

The “Opinions” specifically propose that Chongqing will focus on building a modern cultural industry system, the “Five Systems,” which includes the original production of cultural content, digital cultural innovation and creativity, manufacturing of cultural products and equipment, integrated development of the cultural industry across the region, and open and shared development of the cultural industry. On this basis, the document further elaborates on 17 key development areas, including the original production of cultural and artistic works in the Ba-Yu region, the construction of news publishing centers, film and television bases, and performing arts clusters. Among them, we highlight the specific contents of the news publishing center, such as deepening the construction of municipal-level media “central kitchen,” innovating multimedia products and building new mainstream media groups.
