“Implementation Opinions of Chongqing on Promoting the Integrated Development of Cultural Creativity, Design Services, and Related Industries”

To implement the Several Opinions of The State Council on Promoting the Integrated Development of Cultural Creativity, Design Services and Related Industries (No.10 Document [2014] of State Council), Chongqing tries to promote the deep integration of the city’s cultural creativity and design services (including cultural software, architectural design, professional design, advertising, etc.) with industrial manufacturing, urban construction, commercial circulation, characteristic agriculture, tourism, sports and other related industries, and cultivate new economic growth opportunities. Chongqing intends to fully implement the spirit of the 18th CPC National Congress and the 3rd and 4th Plenary Sessions of the 18th CPC Central Committee, following a series of major deployments of the 4th Municipal Congress of the Party of Chongqing Committee as well as the CPC Municipal Committee and the Municipal Government, closely focus on the general task of “scientific development enriching the people and rejuvenating Chongqing,” seize the development opportunities of the national “Belt and Road Initiative” and the Yangtze River Economic Belt, and vigorously implement the development strategy of the five functional regions. It also adheres to the combination of overall planning and key breakthroughs, market-oriented approaches and government support measures, self-improvement and greater openness, as well as cultural inheritance and scientific & technological innovation, and effectively improves the overall level and core competitiveness of the city on cultural creativity and design services. We are vigorously promoting the integrated development of the two fields with related industries to better serve to stabilize the growth, transform the model, improve the structure and increase the efficiency, and meet the growing material and cultural needs of the people. We introduce and train a group of high-quality talents, build a group of brands with greater influence at home and abroad, construct a group of national design centers and support platforms for gathering creative design resources, and forge a group of cultural creativity and design service industry clusters. By 2020, Chongqing strives to cultivate the cultural creativity and design service industry into the city’s leading industry, basically form a comprehensive, in-depth and wide-ranging integrated development pattern with the real economy, and significantly increase the cultural content of related industries, with the annual output value of cultural creativity and design service industry exceeding 100 billion yuan, and the contribution rate to the development of related industries reaching more than 30%. We also endeavor to build our city into an important base of cultural creativity and design services in the Yangtze River Economic Belt, and fight to join the UNESCO Creative Cities Network.
