Exploring the Industrial Park Development of Western Science City Chongqing High-tech Zone: Strengthening the Foundation of Sci-tech Innovation and Writing a New Chapter for Industry

Core Bearing Area for a Nationally Influential Sci-tech Innovation Center

The Western Science City Chongqing High-tech Zone is situated in the western trough valley of Chongqing’s central urban area. It borders the Zhongliang Mountains to the east, embraces the Jinyun Mountains to the west, adjoins the Yangtze River to the south, and holds the Jialing River to the north. It lies along the main development axis of the Chengdu-Chongqing Economic Circle. As a designated area for multiple prestigious national initiatives, including the National Innovation Demonstration Zone and the Pilot Free Trade Zone, it serves as the core bearing area for Chongqing and Chengdu to jointly build a nationally influential sci-tech innovation center. It is also a vital engine in striving to build a modern new Chongqing.

“One Core, Two Axes, Twin Screens, and Three Coordinated Zones”

● Planning and Layout

The Western Science City Chongqing High-tech Zone encompasses seven towns (Zengjia, Baishiyi, Zouma, Hangu, Bafu, Jinfeng, and Shiban), three sub-districts (Xiyong, Huxi, and Xianglushan), and the entire Xiyong Microelectronics Industrial Park. It covers a total area of approximately 316 square kilometers, with 33 square kilometers planned for industrial use. The territorial spatial development and conservation plan forms a general pattern of “One Core, Two Axes, Twin Screens, and Three Coordinated Zones.”

● Infrastructure

Over 2.3 million square meters of industrial standard factories have been constructed cumulatively in the Zone. Led by the Chengdu-Chongqing (Jinfeng) Comprehensive Science Center, major scientific and technological infrastructure projects like the Ultra-fast Transient Experimental Facility and the Germplasm Creation Big Science Center are being built. High-level laboratories such as the Jinfeng Lab and the Jialing River Lab are being strengthened. High-energy-level innovation platforms, including the National Health Strategic Resource Center and the National-Local Joint Innovation Center for Silicon-based Hybrid Integration, have been put into operation. The Zone is accelerating efforts to become a nationally important cluster for strategic scientific and technological strength and a source for strategic product development.

● Supporting Resources

The Zone boasts excellent public service facilities. It possesses high-quality educational resources like the Beijing Normal University Chongqing Science City Experimental School, Central China Normal University Chongqing School, Western (Chongqing) Science City Xiejiwan School, Chongqing Bashu Science City Middle School, and Chongqing No.8 Middle School Science City Campus. It is home to 14 universities, including Chongqing University and Sichuan Fine Arts Institute. It is adjacent to several top-tier hospitals, such as the Science City branch of the Affiliated Tumor Hospital of Chongqing University and the Science City branch of Chongqing Fourth People’s Hospital (Emergency Medical Center), providing high-quality medical services. The area features high-end commercial complexes and pedestrian streets like Longfor Hi-Tech Tiandi. It is creating high-quality residential and living circles represented by the Jinfeng Urban Center, making every effort to construct public service facilities and innovation exchange spaces, including transportation infrastructure, youth talent apartments, international talent communities, and quality schools and hospitals.

Fostering a Development Pattern of 10 Industrial Chains

● Industrial Layout

Specialized parks such as the Xiyong Microelectronics Industrial Park, Science Valley Digital Intelligence Innovation Park, and Jinfeng Software Park have been established. The Zone focuses on fostering five modern manufacturing industrial chains (Integrated Circuits, New Smart Terminals, New Energy Vehicles & Motorcycles, Biomedicine, Future Industries) and five modern service industry chains (Financial Services, Commercial Trade Services, Software & Information Services, Cross-border E-commerce, Science & Technology Services). From an overall park perspective, industries like integrated circuits, new smart terminals, and new energy vehicles & motorcycles have begun to take shape.

● Enterprise Cultivation

The Zone has gathered 285 industrial enterprises above the designated size. Among them, there is 1 enterprise with an output value exceeding 100 billion yuan, 1 between 50-100 billion yuan, 6 between 10-50 billion yuan, and 76 between 1-10 billion yuan. There is 1 listed company. It is home to 4 municipal-level manufacturing “single champion” enterprises, 28 national-level “little giant” specialized and sophisticated SMEs, 281 municipal-level specialized and sophisticated SMEs, and 342 innovative SMEs. There are also 16 gazelle enterprises and 6 (potential) unicorn enterprises.

● Platform Development

The Zone hosts 1 national-level and 3 municipal-level manufacturing innovation centers; 5 national-level and 44 municipal-level enterprise technology centers; 13 municipal-level industrial design centers; 15 key industrial and information technology laboratories; and 1 industrial innovation complex. It has 2 pilot cultivation platforms selected by the Ministry of Industry and Information Technology (MIIT) and 5 municipal-level pilot platforms. There are 2 national-level excellent intelligent factories, 1 municipal-level 5G factory, 15 municipal-level intelligent factories, and 52 municipal-level digital workshops. The number of national-level and municipal-level green factories has reached 7 and 18, respectively.
