“Chongqing City’s 13th Five-Year Plan for the Integrated Development of Industry and Productive Services”

According to a report from China News Service in Chongqing on November 16th by Chen Zhiwei, it was learned from the Chongqing Municipal Economy and Information Technology Commission on the 16th that Chongqing has released the “Chongqing’s 13th Five-Year Plan for Building a National Important Modern Manufacturing Base” (hereinafter referred to as “the Plan”), which deploys and arranges the direction, approach, objectives, and key points of the development of Chongqing’s manufacturing industry for the next five years.

Chongqing, as one of the country’s old industrial bases, has its industry, with manufacturing at its core, always playing a fundamental role in the national economy. During the 12th Five-Year Plan period, Chongqing’s industrial added value, the scale of industrial output, industrial profit, and industrial investment grew annually by 14.1%, 18.5%, 20.6%, and 17.4%, respectively, and established “5+6+800” smart terminal and “1+10+1000” automobile clusters. The annual production of smart terminals reached 270 million units, notebooks accounted for one-third of global production, and the annual car production was 3.04 million units, accounting for one-eighth of the country’s total.

The “Plan” is divided into five parts: development environment, general requirements, spatial layout, key tasks, and supporting guarantees. The “Plan” proposes that significant progress will be made in the construction of the national important modern manufacturing base by 2020. Among them, the total industrial output value will reach about 4 trillion RMB, and the industrial added value will be around 1 trillion RMB. In addition, new breakthroughs will also be made in structural adjustments, the proportion of investment in strategic emerging industries in industrial investment will increase to more than 30%, and the proportion of output value of strategic emerging industries in industrial output value will increase to 25%, and the proportion of added value of strategic emerging industries in industrial added value will increase to 30%.

The “Plan” specifically points out that during the “13th Five-Year Plan” period, the development of Chongqing’s manufacturing industry will become greener. Among them, the energy consumption per unit of industrial added value above a certain scale should decrease by 18%, the CO2 emissions per unit of industrial added value should decrease by 22%, and the water consumption per unit of industrial added value should decrease by 30%. By 2025, it is expected that Chongqing’s manufacturing industry will reach the domestic advanced level as a whole.

In addition, the “Plan” also proposes ten tasks for Chongqing during the “13th Five-Year Plan” period: optimizing spatial layout, enhancing manufacturing innovation capabilities, accelerating the supply-side structural reform of manufacturing, promoting the opening up and development of the manufacturing industry, promoting the deep integration of informatization and industrialization, strengthening industrial basic capacity, enhancing quality and brand building, deeply promoting green manufacturing, vigorously developing service-oriented manufacturing and productive services, and improving the development level of industrial parks.
